Yeah, it is, haha. It was a silent film from 1940 (pretty sure) against Hitler and his fascist ideals, but Chaplin managed to fit this amazing speech (which he wrote himself, along with another speech he implemented into the film - amazing as well) into a, supposedly, humorous film. Chaplin was a comedian all right, but these speeches portrayed him to be more than that.
